Shipwreck Beach GPS Cache 12 is on the ledge just under a day camp on Lara's return to SHipwreck Beach with the Rope Ascender. Unless coming from that direction, Lara cannot get to the GPS.
Shipwreck Beach GPS Cache 9 is near the float/buoy used for Shipwreck Beach GPS Cache 10 and requires Lara to drop down one level from the path used for the Cliffside Bunker (before the topmast jump).
